سپیکٹرم کی نیلامی کا عمل منگل کو مکمل کیا ہے۔ ‏یہ سپیکٹرم 507 ملین ڈالر میں فروخت ہوئے ہیں اور حکومت کا کہنا ہے کہ رواں سال کے اختتام تک ملک کے بڑے شہروں میں فائیو جی کی سہولت دستیاب ہو گی۔ ‏سپیکٹرم کی نیلامی کے لیے تقریب اسلام آباد میں منعقد ہوئی۔ اس نیلامی میں پاکستان میں ٹیلی کام سروسز فراہم کرنے والی تینوں کمپنیوں زونگ، جاز اور یو فون نے حصہ لیا۔ ‏نیلامی مکمل ہونے کے بعد میڈیا سے بات کرتے ہوئے پی ٹی اے کے چیئرمین میجر جنرل ریٹائرڈ حفیظ الرحمان نے بتایا کہ فائیو جی سپیکٹرم کی نیلامی تین ادوار میں مکمل ہوئی اور اس دوران فائیو جی کے لیے دستیاب 597 میں سے 480 میگاہرٹز سپیکٹرم فروخت ہوا ہے۔ ‏پی ٹی اے کے چیئرمین کے مطابق بولی کے دوارن جاز نے مجموعی طور پر 190 میگاہرٹز، یو فون نے 180 میگا ہرٹز اور زونگ نے 110 میگا ہرٹز سپیکٹرم خریدا ہے۔ ‏پاکستان ٹیلی کمیونیکشن اتھارٹی کا کہنا ہے کہ 700 میگا ہرٹز کے تین لائسنس، 2300 میگا ہرٹز کے تمام لائسنس، 2600 میگا ہرٹز کے 19 لائسنس اور3500 میگا ہرٹز کے 28 لائسنس نیلام کیے گئے ہیں۔ یہ تمام لائسنس ٹیلی کام کمپنیوں کو 15 سال کے لیے دیے جائیں گے۔ ‏سپیکٹرم خریدنے والی کمپنی کو شروع میں کوئی ادائیگی نہیں کرنی پڑے گی لیکن انھیں پہلے سال کے اختتام پر 50 فیصد رقم ادا کرنی ہو گی جبکہ باقی 50 فیصد رقم پانچ اقساط میں ادا کی جائے گی۔ ‏میجر جنرل ریٹائرڈ حفیظ الرحمان نے کہا کہ سپیکٹرم کی فروخت سے صارفین کو بہتر انٹرنیٹ کی سہولیات کی فراہمی ممکن ہو گی۔ ‏تقریب میں شریک وفافی وزیر انفارمیشن ٹیکنالوجی شزہ فاطمہ خواجہ نے کہا کہ پاکستان اب اُن ممالک کی فہرست میں شامل ہو جائے گا کہ جہاں فائیو ٹیکنالوجی موجود ہے۔ انھوں نے کہا کہ اس مرحلے کو مکمل کرنے میں انڈسٹری اور ٹیلی کام کمپنیوں نے اہم کرداد اد کیا اور رواں سال کے آخر تک اسلام آباد، لاہور، پشاور، کراچی اور کوئٹہ میں فائیو جی دستیاب ہو گا۔ ‏انھوں نے کہا کہ فائیو جی کے لائسنس کے اجرا کا مقصد زیادہ آمدن کمانا نہیں تھا بلکہ اس کا مقصد ٹیلی کام آپریٹرز کے نیٹ ورک کی توسیع اور انفراسٹرکچر کو مضبوط بنانا ہے تاکہ صارفین کے لیے بہتر اور معیاری ڈیجیٹل خدمات فراہم کی جا سکیں۔ ‏اس موقع پر وزیر خزانہ محمد اورنگزیب نے کہا کہ ملک کی معاشی ترقی اور ڈیجیٹل پاکستان کے حصول کے لیے فائیو جی بہت ضروری ہے۔ انھوں نے کہا کہ حکومت کی کوشش ہے کہ ٹیلی کیمونیکیشن نظام کو جدید اور مضبوط بنائیں تاکہ ڈیجٹیل پاکستان کا حصول ممکن ہو سکے۔ ‏پاکستان ٹیلی کام ریگولیٹری اتھارٹی کی جانب سے نیلامی کے لیے جاری انفارمیشن میمورینڈم کے مطابق ملک میں سنہ 2035 تک تین مختلف مرحلوں میں فائیو جی لانچ کیا جائے گا۔ نیلامی کی شرائط کے مطابق پہلے مرحلے میں ٹیلی کام کمپنیوں پر لازم ہو گا کہ وہ سنہ 2028 تک ملک کے بڑے شہروں میں فائیو جی لانچ کریں اور فور جی کی سپیڈ کو بھی بڑھا کر کم سے کم 20 ایم بی تک کیا جائے۔ ‏ماہرین کا کہنا ہے کہ سپیکٹرم لائسنس کی نیلامی سے موبائل فون سروسز فراہم کرنے والی سیلولر کمپنیاں اور انٹرنیٹ سروسز فراہم کرنے والی زیادہ برینڈوتھ کے ذریعے تیز سروس فراہم کریں گے۔ ‏پاکستان میں ماضی میں انٹرنیٹ اور موبائل فون کے سگنلز سکیورٹی یا دیگر وجوہات کو جواز بنا کر بند کیے جاتے رہے ہیں اور اکثر اوقات میں ملک میں موجود انٹرنیٹ کی سپیڈ اتنی سست ہو جاتی ہے کہ لگتا ہے انٹرنیٹ لگ بھگ بند ہو گیا ہے۔ ‏سپیکٹرم کا لائسنس، برینڈورتھ، فائیو جی سروسز، یہ سب کافی ٹیکنکل معاملات ہیں اور عمومًا عوام کی اولین ترجیح تیز رفتار اور بلا تعطل انٹرنیٹ ہے، لیکن مسئلہ یہ ہے کہ اس کو سمجھے بغیر سست رفتار انٹرنیٹ کا مسئلہ سمجھ نہیں آئے گا۔ ‏چلیں اصلاحات کو سمجھتے ہوئے یہ جاننے کی کوشش کرتے ہیں کہ کیا تیزرفتار انٹرنیٹ کا خواب پورا کرنے کے لیے صرف سپیکٹرم لائسنس ہی جادو کی چھڑی ہے؟ یا پھر کہیں ایسا تو نہیں ہے کہ حکومت موٹر وے بنا رہی ہے لیکن اُس پر چلانے کے لیے عوام کے پاس گاڑی ہی نہ ہو۔ ‏پاکستان میں اِس وقت انٹرنیٹ سست کیوں ہے اور یہ تیز کیسے ہو گا؟ ‏پاکستان میں انٹرنیٹ چاہے آپ موبائل پر استعمال کریں یا گھر پر کیبل انٹرنیٹ کے ذریعے، اُس کے لیے یہ کمپنیاں 274 میگا ہیٹز سپیکٹرم استعمال کرتی ہیں یعنی انٹرنیٹ اور ٹیلی کام کی ساری ٹریفک اسی راستے سے گزر کر جائے گی۔ ‏سپیکٹرم سے مراد فضا میں موجود وہ راستے ہیں جو کمپنیوں کو استعمال کرنے کی اجازت ہے۔ جوں جوں پاکستان میں انٹرنیٹ کا استعمال بڑھا ہے صارفین کی تعداد بڑھنے سے اس راستے یعنی سپیکٹرم پر رش بڑھ گیا ہے اور ہمیں آئے روز سست انٹرنیٹ، سگنل پورے نہ ملنے جیسے مسائل کا سامنا کرنا پڑتا ہے۔ ‏ٹیلی کام انڈسٹری سے وابستہ ماہرین کا کہنا ہے کہ پاکستان میں جو سپیکٹرم استعمال ہو رہا ہے وہ خطے کے دیگر ممالک کے مقابلے میں بہت کم ہے یعنی بنگلہ دیش کی حکومت نے بھی 600 سے زیادہ سپیکٹرم استعمال کرنے کی اجازت دی ہوئی ہے۔ ‏ٹیلی کام شعبے کے ماہر پرویز افتخار کا کہنا ہے کہ پاکستان میں ٹیلی کام کے شعبے کے لیے دستیاب سپیکٹرم خطے کے دوسرے ممالک کے مقابلے میں آدھا ہے اور یہی وجہ ہے کہ انٹرنیٹ کی ڈیٹا سپیڈ کم ہو جاتی ہے اور نیٹ ورک کے جام ہونے جیسے شکایات سامنے آتی ہیں۔ ‏بی بی سی سے بات کرتے ہوئے انھوں نے کہا کہ انٹرنیشنل ٹیلی کیمونیکیشن یونین کے مطابق براڈ بینڈ انٹرنیٹ کے لیے 900 سے زائد میگا ہیڈز سپیکٹرم درکار ہوتا ہے لیکن پاکستان میں حکومت نے اس جانب توجہ نہیں دی۔ ‏پاکستان کی وزیر برائے انفارمیشن ٹیکنالوجی شزہ فاطمہ خواجہ نے فروری میں فائیو جی سپیکٹرم لائسنس کی نیلامی کا اعلان کرتے ہوئے کہا تھا کہ پاکستان میں کام کرنے والی ٹیلی کام کمپنیاں اضافی سپیکٹرم خرید سکیں گی۔ ‏ماہرین کے خیال میں یہ ٹیلی کام انڈسٹری کے لیے حوصلہ بخش اقدام ہے کیونکہ اس سے ٹیلی کام کے شعبے کے پاس 700 میگا ہیڈز سپیکٹرم موجود ہو گا جس سے انٹرنیٹ کی سپیڈ، کالز کی کوالٹی اور بہتر ڈیٹا سروسز دستیاب ہو گی۔ ‏انڈسٹری سے وابستہ افراد سپیکٹرم بڑھنے کے اعلان پر خوش ضرور ہے لیکن اُن کے خیال میں اس سپیکٹرم کو فائیو جی کے اجرا کے ساتھ منسلک کرنا ضروری نہیں ہے۔ ‏ماہر ٹیلی کام سیکٹر اسلم حیات کا کہنا ہے کہ سپیکٹرم کے اجرا سے صارفین کو تیز رفتار انٹرنیٹ تو ملے گا لیکن اسے انٹرنیٹ کی سروسز کو بہتر کرنے کو فائیو جی ٹیکنالوجی سے منسلک نہیں کرنا چاہیے۔ ‏ڈیجیٹل پاکستان کا خواب، زمینی حقائق اور فائیو جی ٹیکنالوجی ‏اکستان میں دس سال قبل فور جی ٹیکنالوجی متعارف کروائی گئی تھی اور اس وقت ملک میں فور جی اور تھری جی ٹیکنالوجی دونوں موجود ہیں لیکن خطے کے دیگر ممالک کی طرح فائیو جی ٹیکنالوجی دستیاب نہیں ہے۔ ‏ملک میں ہونے والے حالیہ حکومتی ہاؤس ہولڈ سروے کے مطابق 70 فیصد گھرانوں کے پاس انٹرنیٹ کی سہولت ہے جبکہ ملک کی 57 فیصد افراد انٹرنیٹ استعمال کرتے ہیں۔ ‏وزیر برائے انفارمیشن ٹیکنالوجی شزہ فاطمہ کا کہنا ہے کہ ڈیجیٹل پاکستان کے ویژن کو آگے بڑھاتے ہوئے پاکستان کی ٹیلی کام کمپنیاں ملک میں جلد فائیو جی ٹیکنالوجی متعارف کروائیں گی۔ انھوں نے کہا تھا کہ سپیکٹرم لائسنس کے بعد ملک میں فور جی انٹرنیٹ کی سروسز بھی بہتر ہوں گی۔ ‏لیکن ٹیلی کام انڈسٹری سے منسلک افراد کا کہنا ہے کہ پاکستان میں فائیو جی استعمال کرنے والے صارفین کی نہ صرف تعداد بہت کم ہے بلکہ بہت ہی کم افراد ایسے موبائل فون سیٹ یا انٹرنیٹ موڈیم خریدنے کی صلاحیت رکھتے ہیں جس پر فائیو جی ٹیکنالوجی چل سکے۔ ‏ٹیلی کام سیکٹر کے ماہر اسلم حیات کا کہنا ہے کہ پاکستان مختلف وجوہات کے سبب خطے میں ٹیکنالوجی کے لحاظ سے پیچھے رہ گیا ہے اس لیے حکومت سپیکٹرم کے ساتھ فائیو جی بھی لانا چاہتی ہے لیکن اُن کا کہنا ہے کہ فائیو جی ٹیکنالوجی کو لانے سے پہلے اُس کے لیے ساز گار ماحول بنایا ضروری ہے۔ ‏بی بی سی سے بات کرتے ہوئے اسلم حیات کا کہنا ہے کرنے سے ٹیلی کام کمپنیوں پر مزید بوجھ بڑھے گا۔ ‏پاکستان موبائل آپریٹرز ایڈوائزری کونسل کے ایک محتاط اندازے کے مطابق پاکستان میں صرف دو فیصد صارفین کے پاس ایسے آئی فون، سام سنگ یا مہنگے چینی کمپنیوں کے بنے موبائل فونز ہیں جن پر فائیو جی ٹیکنالوجی چل سکتی ہے۔ تاہم بی بی سی اس اندازے کی تصدیق نہیں کر سکتا ہے۔ ‏ملکی سطح پر بننے والے موبائل فونز، جو زیادہ تر افراد استعمال کرتے ہیں، میں سے 60 فیصد فونز پر صرف ٹو جی ہی چلتا ہے۔ ایسے میں مقامی سطح پر بننے والے فونز اب کم قیمت فور جی فونز بنانے پر توجہ دے رہے ہیں۔ ماہرین کا دعویٰ ہے کہ اگر فائیو جی ٹیکنالوجی آتی ہے تو یہ صرف محدود طبقے کے لیے ہی قابلِ استعمال ہو گی۔ ‏انٹرنیٹ کمیونیکشن ٹیکنالوجی کے ماہر پرویز افتخار کا کہنا ہے کہ ٹیکنالوجی اپ گریڈ کرنا ضروری ہے اور اگر حکومتی علامتی طور فائیو جی متعارف کروانا چاہتی ہے تو اس میں کوئی حرج نہیں۔ ‏لیکن وہ اس بات سے متفق ہیں کہ پاکستان میں فی الحال فائیو جی ٹیکنالوجی کی کھپت نہیں۔ ‏بی بی سی سے بات کرتے ہوئے انھوں نے بتایا کہ فائیو جی کا زیادہ استعمال عام صارفین کے بجائے بڑے پیمانے پر اُن سیکٹر میں ہوتا ہے جہاں رییئل ٹائم پر ڈیٹا اکٹھا کیا جائے، جیسے ایگریکلچر فارم، کیٹل فارم جہاں سینسرز کے ذریعے ڈیٹا اکٹھا کیا جاتا ہے۔ اُن کے مطابق کلاوڈ یا ڈیٹا سینٹرز ابھی پاکستان میں کم ہیں لیکن مستقبل میں بڑھیں گے اس لیے فائیو جی ٹیکنالوجی کی اپ گریڈیشن ضروری ہے ‏حکومت کا فائیو جی کا اصرار اور کمپنیوں کی ہچکچاہٹ ‏حکومت نے ملک میں فائیو جی کے اجرا کے لیے پلان تو جاری کر دیا ہے لیکن سیلولر یا موبائل فون سروسز فراہم کرنے والی کمپنیوں کا کہنا ہے کہ فائیو جی ٹیکنالوجی لانے کے لیے کمپنیوں کو اپنے انفرسٹرکچر کو اپ ڈیٹ کرنا پڑے گا جس کے لیے انھیں دوسرے ممالک سے مشینری منگوانی پڑی گی، اور دوسری جانب صارفین کی قوتِ خرید کم ہونے سے مارکیٹ میں اس کی ڈیمانڈ نہیں ہے۔ ‏اُن کا کہنا ہے کہ موبائل کمپنیوں کے صارفین کی اکثریت وہ ہے جو پری پیڈ پیکجز خریدتی ہے یعنی کمپنی کی آمدن کا زیادہ تر حصہ پوسٹ پیڈ یا ماہانہ بلنگ کے بجائے پری پیڈ پر منحصر ہے۔ ایسے میں فائیو جی کے ممکنہ صارفین کی تعداد اور کم ہے۔ ‏پاکستان کا شمار اُن ممالک میں ہوتا ہے جہاں موبائل فون استعمال کرنے والے افراد کی تعداد 19 کروڑ 25 لاکھ ہے۔ پاکستان ٹیلی کیمونیکشن اتھارٹی کے اعدادوشمار کے مطابق 14 کروڑ 98 لاکھ افراد کے پاس براڈ بینڈ انٹرنیٹ کی سہولت موجود ہے لیکن بڑی تعداد میں صارفین ہونے کے باوجود بھی ٹیلی کام انڈسٹری کا زیادہ تر انحصار کم فون استعمال کرنے والے پری پیڈ صارفین پر مشتمل ہے۔ ‏یہی سبب ہے کہ ٹیلی کام انڈسٹری کی فی صارف اوسط آمدن یا ریونیو ایک ڈالر ہے جو خطے کے دیگر ممالک کے مقابلے میں کم ہے۔ ‏ماہرین کا کہنا ہے کہ ٹیلی کام ڈی ریگولیٹڈ سیکٹر ہے اور حکومت کے بجائے اس فائیو جی لانے یا نہ لانے کا فیصلہ ٹیلی کام کمپنیوں کو ہونا چاہیے۔ ‏ماہر افتخار پرویز بھی اس بات سے متفق ہیں کہ پاکستان میں انٹرنیٹ یا موبائل فون سروسز دیگر کئی ممالک کے مقابلے میں سستی ہیں۔ بی بی سی سے بات کرتے ہوئے انھوں نے بتایا کہ پاکستان میں مارکیٹ بہت بڑی نہیں ہے لیکن اس میں موجود کمپنیوں کے لیے مقابلہ بہت سخت ہے۔ انھوں نے کہا کہ اگرچہ اس کا فائدہ عوام یا صارفین کو ہوتا ہے لیکن ٹیلی کام سیکٹرز کے مارجنز یا منافع بہت زیادہ نہیں ہیں۔ ‏افتخار پرویز کا کہنا ہے کہ سخت مقابلہ ہے اور ٹیکسز زیادہ ہیں اور اس ٹیکنالوجی کو مستقل اپ گریڈیشن کی ضرورت ہوتی ہے اس لیے ان کے اخراجات بھی جاری رہتے ہیں۔ ‏اُن کے بقول ان کمپنیوں کے ذریعے پورے ملک میں زبردستی فائیو جی لانچ کروانا بے سود ہے کیونکہ مخصوص جگہوں پر فائیو جی ٹھیک ہے لیکن زیادہ ضروری یہ ہے کہ فور جی کی سروسز کو بہتر کیا جائے تاکہ بغیر روکے تیز انٹرنیٹ چلے۔ ‏ٹیلکام آپریٹرز ایسوسی ایشن کے چیئرمین عامر ابراہیم نے اخبار بزنس ریکاڈر میں لکھے گئے اپنے ایک مضمون میں کہا ہے کہ مناسب اقدامات مدنظر نہ رکھتے ہوئے فائیو جی ٹیکنالوجی کا نفاذ، فائدے سے زیادہ نقصان دہ ہو گا۔ ‏انھوں نے کہا کہ عوام کی اکثریت کے پاس فائیو جی والے فون نہیں ہیں اور جبری طور پر اگر فائیو جی نافذ کیا گیا تو یہ دو دھاری تلوار ہے کیونکہ ٹیکنالوجی اپ گریڈ کے لیے موبائل فون آپریٹرز کو کئی سازوسامان باہر منگوانے پڑیں گے لیکن فائیو جی کو استعال کرنے والے صارفین موجود نہیں ہیں۔ ‏ٹیلی کام سیکٹر کے ماہر اسلم حیات کا کہنا ہے کہ ملک میں فائیو جی کا فی الحال استعمال بہت کم ہے اور ابتدا میں یہ کمپنیوں کے لیے اضافی خرچ ہے جس کی طلب یا ضروری کم ہے۔ ‏اُن کے بقول علامتی طور پر ملک میں فائیو جی ہونا ضروری ہے لیکن حکومت کو چاہیے تھا کہ پہلے طلب بڑھانے کے لیے ماحول ساز گار کرتے کیونکہ آپریٹر سے توقع نہیں کی جا سکتی کہ وہ ٹیکنالوجی بھی لائے اور ڈیمانڈ بھی پیدا کرے۔ ‏اسلم حیات کا کہنا ہے کہ اگر ایک بار کوئی ٹیکنالوجی آ جاتی ہے تو بتدریج اُس کی ڈیمانڈ پیدا ہو جاتی ہے لیکن اُس میں وقت لگتا ہے۔ ‏ٹیلی کام سیکٹر کے ماہر پرویز افتخار کا کہنا ہے کہ ملک میں تیز رفتار انٹرنیٹ کے لیے ضروری ہے کہ پاکستان میں زیادہ سپیکٹرم موجود ہو اور دوسری نمبر ڈیٹا کی منتقلی کے لیے یا تیز ڈؤان لوڈنگ اور اپ لویڈنگ کے لیے ضروری ہے کہ موبائل ٹاورز فائبر آپٹک کیبل سے منسلک ہوں۔ ‏ماہر پرویز افتخار کا کہنا ہے کہ پاکستان میں ٹیلی کام کمپنیوں کے صرف 15 فیصد موبائل ٹاور فائبر آپٹک کیبل سے منسلک ہیں جبکہ یہ شرح انڈیا اور بنگلہ دیش میں زیادہ ہے۔ ‏انھوں نے کہا کہ تیز انٹرنیٹ سروس کے لیے پہلے یہ اقدامات کرنا ضروری ہیں۔ ‏پاکستان میں سپیکٹرم میں تاخیر کیوں ہوئی ہے؟ ‏پاکستان میں اس قبل بھی کئی مرتبہ حکومت سپیکٹرم کی نیلامی کی ہے لیکن زیادہ لائسنس فیس اور سخت ریگولیشنز کے سبب ان نیلامیوں میں سرمایہ کاروں نے یا تو حصہ ہی نہیں لایا یا بھر صرف وہ ایک، دو کمپنیاں شامل ہوئیں جنھیں سپیکٹرم خریدنے کی اشد ضرورت تھی۔ ‏ماہرین کا کہنا ہے کہ پاکستان میں حکومت ٹیلی کام سیکٹر کے لائسنس کو حکومتی آمدن بڑھانے کا ذریعہ سمجھتی ہے جبکہ انھیں یہ سمجھنا چاہیے کہ ملک میں انٹرنیٹ کی رسائی ہونے سے معیشت بڑھتی ہے۔ ‏ماہرِ ٹیلی کام اسلم حیات کا کہنا ہے کہ ملک میں سیکٹرم کی ڈیمانڈ تھی لیکن زیادہ قیمت، غیر یقنی کی صورتحال اور سخت ریگولیٹری شرائط کے سبب اس میں تاخیر ہوتی رہی۔ ‏انھوں نے کہا کہ یہی وجہ ہے کہ پاکستان میں دستیاب انٹرنیٹ یا فور جی کی سپیڈ دیگر خطے کے ممالک کے مقابلے میں کم ہے۔ ‏انھوں نے کہا کہ سنہ 2014 میں سپیکٹرم لائسنس کی نیلامی بھی قابلِ ذکر نہیں بلکہ 2016 اور 2017 اور 2021 میں ہونے والا نیلامی میں ایک، ایک ٹیلی کام کمپنی نے حصہ لیا جو یہ ظاہر کرتا ہے کہ اُن کے لیے ہر نیلامی میں حصہ لینا اقتصادی طور پر سود مند نہیں تھا۔ ‏پاکستان میں کارپوریٹ سیکٹر کی آمدن پر ٹیکس کی شرح 29 فیصد ہے اور گذشتہ کچھ عرصے کے دوران ٹیلی کام سیکٹر کی لاگت بڑھنے سے بھی ٹیلی کام آپریٹرز کے منافع پر فرق پڑا ہے۔ ایسے میں مہنگی قیمت پر فروخت ہونے والے سپیکٹرم اُن کے لیے زیادہ منافع بخش نہیں ہیں۔ ‏ماہر ٹیلی کام پرویز افتخار کا کہنا ہے کہ ٹیلی کام ریگولیٹرز کے لیے ضروری ہے کہ وہ نیلامی سے محض آمدن بڑھانے کے بجائے زیادہ وسیع نظریے کے ساتھ اس معاملے پر آگے بڑھائیں کیونکہ پاکستان ٹیکنالوجی کے معاملے پر ابھی بھی خطے کے دیگر ممالک سے پچھے ہے۔ ‏ٹیلی کام سیکٹر کے ماہرین کے خیال میں سپیکٹرم کی نیلامی سے پاکستان میں انٹرنیٹ صارفین کو فائدہ ہو گا لیکن اس بار نیلامی کے لیے کمپنیوں کو رقم کی ادائیگی ڈالرز کے بجائے پاکستانی کرنسی میں کرنا ہو گی جس سے کسی حد تک تو فائدہ ہو گا لیکن ابھی نیلامی کے لیے بیس پرائس زیادہ ہے۔ ‏حکومت کا کیا کہنا ہے؟ ‏وزارت انفارمیشن ٹیکنالوجی نے بی بی سی کو دیے گئے جواب میں کہا ہے کہ سپیکٹرم کو فائیو جی ٹیکنالوجی سے منسلک نہیں کیا گیا ہے بلکہ حکومت آپریٹرز کی حوصلہ افزائی کر رہی ہے کہ وہ اپنے صارفین اور کاروباری ضروریات کو مدِ نظر رکھتے ہوئے سپیکٹرم سے فور جی یا فائیو جی متعارف کروائیں۔ ‏وزارات کا کہنا ہے کہ بین الاقوامی سطح پر اپنائی گئی پالیسیوں اور پاکستان کی ڈیجیٹل ٹرانسفارمیشن کے ہدف کو سامنے رکھتے ہوئے حکومت نے فائیو جی کے لانچ کے لیے آپریٹرز کے لیے لچک دار ٹائم لائن دی ہے۔ ‏ملک میں فائیو جی کی محدود طلب کے بارے میں وزارت انفارمیشن ٹیکنالوجی کا کہنا ہے کہ آگرچہ ملک میں فائیو جی ٹیکنالوجی کے حامل موبائل فون ہینڈ سیٹس کی تعداد کم کا کہنا تھا کہ پاکستان درحقیقیت ایک ایسا ملک ہے جہاں موبائل فون آپیریٹرز کے لیے اوسطً فی صارف آمدن کم ہے اور پاکستان جیسی 25 کروڑ کی آبادی کے لیے نیٹ ورک کی فراہمی کے لیے زیادہ سرمایہ درکار ہے لیکن وزارتِ انفارمیشن ٹیکنالوجی کا کہنا ہے کہ تمام اُمور کو مدنظر رکھتے ہوئے ہی سپیکٹرم لائسنس کے نیلامی کے لیے کم سے کم قیمت کا تعین کیا گیا, بشکریہ بی بی سی

    Chief selector, head coach and former captain Misbah-ul-Haq said the pair “remain in contention” and “can still contribute” to Pakistan.

    Fast bowlers Shaheen Afridi, Mohammad Abbas, Usman Shinwari and 17-year-old Naseem Shah did receive contracts.

    Batsman Babar Azam was also named one-day international captain, having already held the position of Twenty20 skipper.

  • Coronavirus: Children affected by rare Kawasaki-like disease

    Scores of UK and US children have been affected by a rare inflammatory disease linked to coronavirus.

    In a tiny number of children it can cause serious complications, with some needing intensive care.

    Up to 100 children in the UK have been affected and studies suggest the same reaction is being seen in children elsewhere in Europe.

    It is likely to be caused by a delayed immune response to the virus which looks like Kawasaki disease.

    In April, NHS doctors were told to look out for a rare but dangerous reaction in children.

    This was prompted by eight children becoming ill in London, including a 14-year-old who died.

    They all had similar symptoms when they were admitted to Evelina London Children’s Hospital, including a high fever, rash, red eyes, swelling and general pain.

    Most of the children had no major lung or breathing problems, although seven were put on a ventilator to help improve heart and circulation issues.

    Doctors are describing it as a “new phenomenon” similar to Kawasaki disease shock syndrome - a rare condition that mainly affects children under the age of five. Symptoms include a rash, swollen glands in the neck and dry and cracked lips.

    But this new syndrome is also affecting older children up to the age of 16, with a minority experiencing serious complications.

    Dr Liz Whittaker, clinical lecturer in paediatric infectious diseases and immunology, at Imperial College London, said the fact that the syndrome was occurring in the middle of a pandemic, suggests the two are linked.

    “You’ve got the Covid-19 peak, and then three or four weeks later we’re seeing a peak in this new phenomenon which makes us think that it’s a post-infectious phenomenon,” she said.

    This means it is likely to be something related to the build up of antibodies after infection.
    ‘Exceptionally rare’

    Prof Russell Viner, president of the Royal College of Paediatrics and Child Health, said the majority of children who have had the condition have responded to treatment and are getting better and starting to go home.

    The syndrome is “exceptionally rare”, he said.

    “This shouldn’t stop parents letting their children exit lockdown,” Prof Viner added.

    He said understanding more about the inflammatory disease “might explain why some children become very ill with Covid-19, while the majority are unaffected or asymptomatic”.

    Children are thought to make up just 1-2% of all cases of coronavirus infection, accounting for less than 500 admissions to hospital.

    Michael Levin, professor of paediatrics and international child health at Imperial, explained that most of the children tested negative for coronavirus, but tested positive for detection of antibodies.

    “So we really think that the biology of the disease, somehow involves an unusual immune response to the virus,” he said.

    However Prof Levin said there was “a vast amount to learn” about the reaction, which had only been known about for two to three weeks.

    Children appear to be affected up to six weeks after they have been infected with the virus, which could explain the appearance of the new syndrome several weeks after the peak of UK cases.
    What is the situation elsewhere in the world?

    There have been similar cases in the US, Spain, Italy, France and the Netherlands.

    At least 15 US states are looking into the rare condition, according to New York governor Andrew Cuomo.

    Out of 82 diagnosed cases of the inflammatory syndrome in New York, 53 children tested positive or had antibodies for Covid-19.

    The Centers for Disease Control (CDC) in the US is set to issue an alert and updated definition of the syndrome to healthcare providers this week.

    Meanwhile, according to a study by doctors in northern Italy, 10 children have been affected by the disease.

    All 10 of the children in the study were admitted to a hospital in Bergamo - the city at the centre of the worst outbreak in Italy - between mid-February and mid-April, and recovered.

    The children, who had an average age of seven, tended to have severe symptoms such as heart complications and signs of toxic shock syndrome. They also needed additional treatment with steroids.

    In antibody tests on the children, eight appeared to have already had the coronavirus while the other two had not. But the researchers said the tests were not 100% accurate. Swab tests to detect the virus are not thought to be useful because the reaction tends to occur many weeks after infection.

    Dr Lucio Verdoni, report author and doctor at the Hospital Papa Giovanni XXIII in Bergamo, said: “Although this complication remains very rare, our study provides further evidence on how the virus may be affecting children.”

    Child health experts in the UK say it may not be something which just affects children.

    They are now working with researchers in the US and across Europe to find out more about what they have called paediatric inflammatory multisystem syndrome or (PIMS-TS).

    Germany’s forthcoming coronavirus contact-tracing app will trigger alerts only if users test positive for Covid-19.

    That puts it at odds with the NHS app, which instead relies on users self-diagnosing via an on-screen questionnaire.

    UK health chiefs have said the questionnaire is a key reason they are pursuing a “centralised” design despite privacy campaigners’ protests.

    Germany ditched that model in April.

    And on Wednesday Chancellor Angela Merkel said there would be a “much higher level of acceptance” for a decentralised approach, which is designed to offer a higher degree of anonymity.

    Automated contact tracing uses smartphones to register when their owners are in close proximity for significant amounts of time.

    If someone is later found to have the virus, a warning can be sent to others they may have infected, telling them to get tested themselves and possibly go into quarantine.

    In the centralised model, the contact-matching happens on a remote computer server.

    And the UK’s National Cyber Security Centre has said this will enable it to catch attackers trying to abuse the self-diagnosis system.

    By contrast, the decentralised version carries out the process on the phones themselves.

    And there is no central database that could be used to re-identify individuals and reveal with whom they had had spent time.

    BBC News technology correspondent Rory Cellan-Jones said: "The NHS is taking a big gamble in choosing to alert app users when they have been in contact with someone who has merely reported symptoms.

    “It could make the app fast and effective - or it could mean users become exasperated by a blizzard of false alarms.”

    Ms Merkel said SAP and Deutsche Telekom - which are co-developing Germany’s app - were waiting for Google and Apple to release a software interface before they could complete their work.

    And BBC News has learned the two US technology companies plan to release the finished version of their API (application programming interface) as soon as Thursday.
    False alerts

    Details of Germany’s Corona-Warn-App published on the code-sharing site Github say it depends solely on medical test results to “avoid misuse”.

    Those who test positive will be given a verification code that must be entered into the app before it anonymously flags them as being a risk to others.

    Germany has led the way in testing in Europe and currently has capacity to analyse about 838,000 samples per week.

    The UK is catching up - but scientists advising the NHS say they can save more lives by also drawing on self-diagnosis data.

    “Speed is of the essence,” Prof Christophe Fraser, of the Oxford Big Data Institute, said last week.

    It can take several days to obtain Covid-19 test results.

    And self-reported symptoms can be acted on instantly.

    But an ethics advisory board advising Health Secretary Matt Hancock on the app has warned too many resulting “false positive alerts could undermine trust in the app and cause undue stress to users”.

    The NHS is currently trialling its app on the Isle of Wight.

    There have been reports of some suspected false alerts.

    But a Department of Health spokeswoman said this had been expected.

    “In a matter of days, more than 50,000 people have downloaded the app with overwhelmingly positive feedback,” she told BBC News.

    “But as with all new technologies, there will be issues that need to be resolved in how it works, which is why it is being trialled before a national rollout.”

    The NHS is also exploring use of the Apple-Google API, which would entail a switch to the decentralised model.

    But it intends to offer users the centralised version first, unless plans to complete the rollout within a fortnight go awry.

    One sticking point could be calls for limits on how the data is used - possibly requiring a new law.

    That would avoid the risk of a repeat of the situation in Norway, where the local data protection watchdog has accused the country’s health authority of failing to carry out a proper risk assessment of a centralised contact-tracing app.

    Social media and other websites will have just one hour to delete offending content under a new law passed by France’s parliament.

    The one-hour deadline applies to content that French authorities consider to be related to terrorism or child sexual abuse.

    Failing to act could result in fines of up to 4% of global revenue - billions of euros for the largest online firms.

    But critics say the new law could restrict freedom of expression.

    The new rules apply to all websites, whether large or small. But there are concerns that only internet giants such as Facebook and Google actually have the resources to remove content as quickly as required.

    Digital rights group La Quadrature du Net said the requirement to take down content that the police considered “terrorism” in just one hour was impractical.

    “If the site does not censor the content, for example because the report is sent on a weekend or overnight, the police can require [the whole site] to be blocked everywhere in France by internet service providers,” it said.

    It said the power to decide what should be removed should not lie with the police but with judges.
    Incitement to hatred

    France’s new law reflects one proposed at the European Union level, where law-makers last year suggested a one-hour deadline for the removal of content.

    But that proposal proved controversial and is currently in limbo.

    France pushed ahead with its own version of the law despite the concerns in Europe.

    Under the new French law, content judged to be illegal - but not relating to terrorism or child sexual abuse - will have to be taken down within 24 hours of notification.

    That includes posts inciting hatred, violence, racism, and sexual harassment.

    Failure to remove content could attract a fine of up to €1.25m (£1.1m).

    France’s regulator, the Superior Council of the Audiovisual (CSA), will have the power to impose heftier fines of up to 4% of global turnover for continuous and repeated violations.

    Laetitia Avia, the MP from President Macron’s LREM party who proposed the bill, said the law would protect victims, while reaffirming the country’s commitment to freedom of expression.

    However, France’s Republicans party voted against the measure.

    Member Constance Le Grip told the National Assembly that fighting online hatred could not come at the expense of freedom of expression.

    Her colleague in the Senate Bruno Retailleau tweeted that the new law was “incompatible with respect for public freedoms”.

    Facebook said it was working closely with French regulator CSA and others “on the implementation of this law”.

    YouTube said it already tackled illegal content and welcomed any new partnership with governments.

    Twitter’s head of public affairs in France, Audrey Herblin-Stoop, told Reuters that the company would continue to work with the government to fight illegal content and hate speech.

  • Coronavirus: False claims viewed by millions on YouTube

    More than a quarter of the most-viewed coronavirus videos on YouTube contain “misleading or inaccurate information”, a study suggests.

    In total, the misleading videos had been viewed more than 62 million times.

    Among the false claims was the idea that pharmaceutical companies already have a coronavirus vaccine but are refusing to sell it.

    YouTube said it was committed to reducing the spread of harmful misinformation.

    The researchers suggested “good quality, accurate information” had been uploaded to YouTube by government bodies and health experts.

    But it said the videos were often difficult to understand and lacked the popular appeal of YouTube stars and vloggers.

    The study, published online by BMJ Global Health, looked at the most widely viewed coronavirus-related videos in English, as of 21 March.

    After excluding duplicate videos, videos longer than an hour and videos that did not include relevant audio or visual material, they were left with 69 to analyse.

    The videos were scored on whether they presented exclusively factual information about viral spread, coronavirus symptoms, prevention and potential treatments.

    Videos from government agencies scored significantly better than other sources, but were less widely viewed.

    Of the 19 videos found to include misinformation:

    • about a third came from entertainment news sources

    • national news outlets accounted for about a quarter

    • internet news sources also account for about a quarter

    • 13% had been uploaded by independent video-makers

    The report recommends that governments and health authorities should collaborate with entertainment news sources and social media influencers to make appealing, factual content that is more widely viewed.

    YouTube said in a statement: "We’re committed to providing timely and helpful information at this critical time, including raising authoritative content, reducing the spread of harmful misinformation and showing information panels, using NHS and World Health Organization (WHO) data, to help combat misinformation.

    "We have clear policies that prohibit videos promoting medically unsubstantiated methods to prevent the coronavirus in place of seeking medical treatment, and we quickly remove videos violating these policies when flagged to us. Now any content that disputes the existence or transmission of Covid-19, as described by the WHO and the NHS is in violation of YouTube policies. For borderline content that could misinform users in harmful ways, we reduce recommendations.

    “We’ll continue to evaluate the impact of these videos on communities around the world.”

    In recent weeks, there has been an increase in highly polished videos promoting conspiracy theories being shared on YouTube - and they prove very popular.

    So these findings - although concerning - are not surprising.

    The accurate information shared by trusted public health bodies on YouTube tends to be more complex.

    It can lack the popular appeal of the conspiracy videos, which give misleading explanations to worried people who are looking for quick answers, or someone to blame.

    That includes videos such as Plandemic, which was widely shared online last week.

    High-quality production values and interviews with supposed experts can make these videos very convincing. Often facts will be presented out of context and used to draw false conclusions.

    And tackling this kind of content is a game of cat-and-mouse for social media sites.

    Once videos gain traction, even if they are removed, they continue to be uploaded repeatedly by other users.

    It is not just alternative outlets uploading misinformation either. Whether for views or clicks, the study suggests some mainstream media outlets are also guilty of spreading misleading information.
