Case
Mr. Ali, a businessman by profession has filed a case regarding his Annual tax against the administrative agency (FBR) in an administrative tribunal. The hearing of the case came into the court of Justice Akbar, who claims that he cannot hear the case as Justice Akbar has shares in the company of Mr. Ali.
Questions:- Can Justice Akbar hear the case of Mr. Ali? Explain in the context of Fundamental objectives given by Frank’s Committee and Rule of Natural Justice. (5+5=10)

Concluding remarks: The challenges remain severe
Such pandemics expose the inadequacies of the responses of successive governments to poverty, healthcare, and inclusive social protection and governance. While one cannot predict what will spur the next major epidemic and when, early action can help prepare governments to handle it better. However, any strategy that counters such a pandemic must address underlying vulnerabilities. The challenges facing Pakistan in the current crisis are stark, and it remains to be seen whether the huge interventions that the government has undertaken will be enough to mitigate the loss of life and economic hardship.
Using technology to create awareness
Pakistan is coming up with innovative smart solutions and exploring the use of technology to create awareness, mitigate the risks, and contain the shock created by such pandemics. To promote public knowledge, the government has, in collaboration with the telecommunication industry, replaced ringtones with an awareness message to the caller about the dangers of Covid-19 and measures that can be taken to remain safe. The government regularly sends an SMS to encourage people to wash hands and practice social distancing. Authorities are also contacting suspects of confirmed cases through mobile tracking and pushing them to get their tests done. -

Case:
Two men robbed 100,000 Rupees and twenty mobile phones from a mobile shop in a small city
of Punjab. One of them blackened the CCTV cameras of the shop when he entered. A case was
registered and police arrested a suspected man. The police arrested the man from his residence
without any warrant and also without informing him of the grounds of arrest. Police tortured the
man to obtain a confession and the suspect was produced in the court of the nearest Magistrate
after 60 hours of arrest.
Questions:
Keeping in view the above scenario, identify three constitutional violations observed in this
case. Also, describe two particular situations in which police officers can arrest a person without
a court order and without a warrant.Marks: 2×3+2×2 Total 10
